The Istana Budaya complex itself, which incorporates the National Theatre, was officially opened by the Prime Minister on September 15, 1999.

The Istana Budaya logo is based on the 'sirih' or betel leaves commonly used in Malay traditional weddings, festivities and welcoming ceremonies. As a model for the performing arts in Malaysia, it strives for excellence in all its performances. The three betel leaves - each representing language (acting), movement (dances) and rhythm (music), are brought together by a fourth leaf that represents the theatre arts. The logo was launched on 19th May 1999.

Being a Government organization, the primary role of the Istana Budaya is to provide quality and affordable entertainment for the community. It is the first theatre in Asia to be equipped with state- of- the- art stage equipment. This makes it one of the ten most sophisticated theatres in the world.

The theatre has 21,000 square meters floor area of and is part of a cultural complex covering 5.44 hectares. The interior makes extensive use of Langkawi marble, while high- quality tropical wood is used for the doors, which feature hand- carved flowers and leaf motifs.
